As an item, tall grass can only be obtained as chest loot.

When [[Breaking|broken]] normally, tall grass has a 12.5% chance of dropping 1 [[wheat seeds]] item. This is affected by the [[Fortune]] enchantment, dropping 13, 15, or 17 wheat seeds with Fortune I, II, and III respectively.
When broken using [[shears]], tall grass drops two units of [[short grass]] instead. The tall grass item exists, and is available in [[Creative]] mode, but cannot be obtained by breaking it in [[Survival]], since it drops short grass instead of dropping itself.
Placing any block on tall grass breaks the grass and causes it to not drop any [[wheat seeds]].
